James I. Finley
James I. Finley, who received a bachelor's degree in electrical engineering from MSOE in 1968, will receive an Honorary Doctor of Engineering degree. As deputy under secretary, he serves as the principal advisor for all matters relating to the Department of Defense's acquisition, integration and protection of technology.
Finley has more than 30 years management and operational experience in the private sector relating to air, land, sea and space programs for the Department of Defense, including president and corporate officer in the Information Systems sector for General Dynamics, as well as United Technologies, Lear Siegler, Singer and General Electric. Before joining the Pentagon, Finley was president of his own consulting company and president and CEO of a startup company, SMARTSKIN.
His business leadership has been commended by industry, including the Boeing Gold Certification Award, Honeywell Preferred Supplier Award, Northrop Grumman Blue Achievement, Lockheed Martin Best in Class Rating, Defense Security Service Outstanding Achievement Award and George Westinghouse Award.
In addition to his undergraduate degree from MSOE, Finley also holds an MBA from California State University-Fresno and graduated the Advanced Executive Program of the Kellogg Business School at Northwestern University.
Dr. Stefan Bartels
MSOE's other honored speaker will be Dr. Stefan Bartels, rektor (president) of the Fachhochschule Lübeck, University of Applied Sciences, a German university with which MSOE has forged unique study-abroad agreements. MSOE students study there during their junior years, with all credits transferring to their degree programs, thereby giving them the cultural and educational experience without delaying graduation. Similarly, German students also study at MSOE.
Bartels joined the university in 1993 to teach in the areas of high frequency and microwave technology in the Department of Electrical Engineering. Prior to joining the university, he held R&D positions with Daimler-Benz (design of radar systems) and Bosch/Blaupunkt (chip design for radio frequency receivers). He has earned nearly 20 patents since, including various car radios and antennae.
In August 2004, Bartels began his four-year term as rektor. He includes among his emphases growing the German-American study programs and strengthening offerings of online courses of study. Bartels oversaw the first graduating class of the university's completely virtual master's degree in computer science.
He received his Diplom-Ingenieur and Ph.D. degrees from the University of Hannover, Germany.
